what's the device on DS fender well between battery and brake booster? 700 1987

My '87 760T is intermittently making a noise much like a fart ... it lasts about 10 sec. then goes away.

I found it was coming from a device mounted just under the hood in the center of the Driver's side fender well between the battery and the strut tower. This device is vibrating strongly while making the noise then it stops until a few minutes later. Like it's cycling on and off.

it has at least one hose running to it and I'm wondering if it's some kind of vacuum pump or reservoir or something. I would suspect an AC component as I'm not familiar with those systems and it cycles on and off like a compressor would (it's not the compressor though) I'd suspect AC but I haven't been using ac as it's pretty much winter here in Columbus Ohio.

any thoughts? I looked in my Haynes manual and none of the engine compartment diagrams show it in there???
