How does the idle control motor fail? 200 1989

My 240 has had an increasingly rough idle and currently acts as if it is dying only to stumble and generally recover to the previous rough idle. If it stalls when warm restart requires the procedure as outlined in the FAQ hard/no start forum(petal to flood,long crank...acts like it is flooded). I can fix this by blocking the flow thru the IC curcuit to approx 5% of cross section area by a rubber plug. I have cleaned the IC motor, the "rotating shutter" moves freely and springs back when rotated and rotates when 12v applied to terminals. Ohms are within specs. ?;Can the IC motor still be malfunctioning?How? Why does the rubber plug help the situation? FYI, I have replaced/tested every other component and contributing factor identified by previous posts.
