Rear Fuel pump not working/fuel injection system fuse connection

I just bought a 1983 Volvo 244 Turbo. The owner had told me that the rear fuel pump had gone out. I was looking in the fuse box and I found that was the blue and yellow wire for the Fuel injection system was unplugged with tape over the connecter. Is there any reason why I should not plug this in, or why someone might have unplugged it?
