New heater valve question. 200 1988

Hello All

I just finished installing a new heater valve from fcp groton. It is the scantech model that operates manually. with the valve closed, will the hose on both sides of the valve still be warm? So far it seems OK in that the temp does not seem to climb with it in the off position and the AC can overide it and cool. I am just wondering if this valve may be leaking and defective. I have the cable adjusted so the valve reaches its stop before the control lever does so I know it is all the way in the off position.
