idle control valve error code 700 1991

My 1991 740 (Regina) stalls intermittently (no rough idle, simply shuts off). The error code on the car indicates idle control valve problem. I replaced the idle control valve and I still get the same error code. The car idles slow (about 600 rpm), which is one of the symptoms of an idle control valve problem if I read the FAQ discussion on error codes right. Any thoughts would be appreciated.
