Won't Shift When Cold

1991 DL sedan, automatic : Can't get out of Park when the temps get colder (40's). Either first start in the morning or after it has set for many hours. Car has to warm up for 10-15 min. then much pumping of the brake and reving of the enging. The is a switch just inside the shift box, past the bristles. Sometimes I can push that and it will start but on a cold morning this won't work either. Is this connected somehow to the brake pedel? One shop guys quoted me $600-$700 to fix it, saying that it was some bad chip, but since the brake has to be depressed in order to get out of Park I'm thinking that maybe it's somehow connected to the brake.
