240 brakes pulsating at low speeds 200 1992

I have 240 wagon with 100K miles, of which I have proudly racked up 70K. As long as I can remember the brakes have pulsated at low speeds but seem to be getting steadily worse. I had a complete brake job at about 65K and was told nothing was wrong with the brakes. The ABS light has never come on but when applying the brakes at speeds above 35-40 mph the pulsating can be very intense. It also seems to be worse the greater the weight in the car. Does anyone have any idea what would be causing this and how I might go about checking it without taking it to the VOLVO house?
