DIY Studding of tires

I found this strange. Over here (Norway), it has for as long as I can remember been normal procedure to leave the winter tires at the shop now and then to have them re-studded. What they do is they make new holes and put in new studs to make up for the ones missing or loose. As long as you've got at least 6 mm of rubber left, it works okay. I have never seen them do it, so I cannot say what kind of tools they use.
