High voltage, and I've already replaced the regulator. 200

Hello all,

The voltmeter in my '92 reads most of the time at 16 or above (in the high red zone), sometimes it will drop back to 14 for a while, but always climbs back to 16. I replaced the voltage regulator with no change. I don't think there are any connection problems with the meter itself because it will always show a momentary drop when I turn the heater fan on full blast.

I'll assume the meter has a red zone for a reason and that I shouldn't just ignore this one. Any ideas?
