Hmm what is this wire and why is it unplugged?

I was looking in the fuse box of my newly aquired 244 Turbo, and I found that there was a blue and Yellow striped wired that was unplugged with tape over it. The car was converted to and intercooler. Would this have anything to do with it? Thank's for any information and happy bricking. Also, is this car supposed to have glass fueses in it? My 88 has the ceramic/plastic style ones. Hmm. By the way, the previous owner said that there was problems with the fuel pump. This could be true, but I'm now not sure. Thank's and happy bricking!
