B23F running lean 200 1984

Having checked all vacuum hoses, injector set up etc, I find the engine is still running slightly lean. Cold startup causes a lot of stumbling as if running on 3 cylinders, which clears after perhaps 30 seconds. A lack of power anywhere in the alleged powerband is also evident.
The plugs seem to have a white cast to the electrodes. The fuel recommended for the B23F is 87 Octane (RON91), which I am running. I have run a jug of LUCAS wonder oil (injection cleaner) through the last 1/2 tankful, with no improvement apparent.
I am wondering if there is any adjustment to the AMM, and whether it would be inadviseable to start monkeying with it.
Any suggestions gratefully received on this subject.
