Help-I'm stumped-fuel relay/ignition circuit - 83 turbo-b21- 200 1983

I started with a no start problem. Found no spark and chased down to bad ign module and replaced. Still no start. Chased down to fuel pump relay coil burned out and replaced. Now have start and then die (right away). Checked volts on fuel relay coil and have some spikes 36-50 volts while cranking. Digital meter so not sure if I trust the spikes reading. Unplugged fuel relay and jumpered pump wires direct. Pump runs and engine starts and runs. Plugged relay back in. Starts then dies(right away). While holding relay in my hand and cranking, I can feel relay thumping off and on. This is where I'm at right now. Looking at the wireing diagram, fuel relay and ign module have in common the connection at neg post on the coil. I'm thinking that if my ign coil secondary is shorting into the primary I could get a voltage spike that would burn out both the Ign module and the fuel pump and account for the thumping in the fuel relay per every spark plug fire. Ohm testing the coil shows no defect. However I know the High voltage could possibly jump even if ohm test is good, so I've ordered a new coil to arrive today. Now to the part that stumps me. On the wireing diagram (Haynes manual pg 12-24) it shows what looks like a second coil inside the fuel relay wired to the first one. What is the purpose and function of this second coil and wireing (Terminal 31b)? And could this circuit be causing my fuel relay thump? Any help or suggestions would be appreciated.
