Is 18 M.P.G. all I should get??? 900

Hi all, I repaired my '96 960 last weekend. I did the intake manifold gasket and cleaned the throttle body. I was blaming the poor gas mileage (18 mpg) on the intake gasket thinking the computer might be sensing a lean condition and adding fuel. She runs better now and the engine light is off but after a week of driving in mixed conditions I still got only 18. Is this the best these cars get? Also it seems to vibrate alot at idle especially under a load. I would have thought these 6 cylynders would be smooth as glass. Not complaining as I still love her, just curious. Thanks, Paul
