Fuel injector question 700 1986

Car is 1986 740T B230 4 cyl engine.
Cylinder 4 does not appear to fire. There is a spark.
Delivery of fuel is questionable. With engine running,
and screw driver touching the injector, I can hear distinct
ticking. In that regard injector is working. However, book
suggests to measure resistance on injector terminals. It says
that 16 ohms is the norm. My injector shows 21 ohms.
(The others show 16). What does the flactuation mean ?
I don't feel like spending $ 90 on injector I may not need.

If I take the spark plug out, it is wet. Definite sign of not
firing. I can not tell if the wetness is the fuel, or the oil.
