Water to check for a vacuum leak? Never heard of using water for that? I use starting fluid VERY CAREFULLY!!! Spray a little on the hoses while the engine is at an idle and see if the idle speeds up. If you just changed the cylinder head you may have damaged the intake manifold gasket and there's where your vacuum leak is. Again have you pulled a spark plug to see if your running rich or lean? You should pull all of the plugs and see if they are all burning the same or if one or two are different.
