runaway wipers 200 1992

My new to me 92 240 (that I love!), has one real annoying problem that I need to fix. The wipers once turned on will usually not turn off, the only way to get them off is to turn off the key when and only when they are in the park position. One out of 50 times they will act correctly,but now bad weather is upon us in New England and wipers that behave are crucial. On someones recomendation today I drove over to FCP Groton and bought a wiper relay, it didn't do the trick. So am I looking at the switch or the motor?. I am trying to avoid guessing, maybe I should also mention that the intermittent setting acts exactly as the slow setting, and fast works as fast.Thanks
