If you have 14V your alt is charging ok.

I had the "not turning off" thing; there was a short from the ignition coil wire maintaining spark after I would shut it off. I just ran a new "brown wire" to fix the problem (great advice from here of course :)

You have an 88 so it might not have the wiring problem, but it would not be a mechanical "run on" like you would see in 70s GMs, so check the condition of the "brown wire".
