weird nipple near oil filter 900 1991

While changing my oilfilter I noticed an oppen nipple on the passenger side of the block. It looks like a sparkplug with the cermanic removed. Also on the passenger side near the beginning of the tranmission tunnel is an unterminated hose ending about where the O2 sensor is. Neither have vacumn present at idle. The motor is a 230ft in a 91'940 turbo wagon. Anybody know what these are? Thanks!
