A bit confused about your post.

"When I short the wires that connect to the switch, the lights DO come on."
If bypassing the switch causes the lights to go on, it would imply that the switch is bad. Yet...

"If I connect the wires to either switch and just push down on the button on the switch, they DO NOT come on. "
Since neither switch (new or old) activates the lights when put into the circuit, I'd think that the new switch is defective also. (If I'm reading you right.)

If that is the case, pull the new switch and check for continuity (ohm meter) when button is depressed.
