Removed drivers seat, now it doesn't slide fwd and back on rails 700 1991

Hello, when reinstalling the driver's seat after inspecting the seat heater, I lined it up with the key holes in the floor and slide as far forward as it would go to lock it in place, re-tightened the 4 bolts on the rails. The seat was completed stuck in the rails, not sliding forward or backward. The mechanism could be seen disengaging from the teeth on the rails, but the seat appeared to be jammed in the rails. After re-doing it with the same result, I loosen the front bolts and that allowed a little sliding. The front part of the rails appear tipped up a little when loosened, but they seem to be set flat into the keyholes of the floor. The seat only slides with the rails bolted loosely, which wasn't how I found it.
Ideas?
