Fuel guage reads almost exactly inverse - wierd 900 1991

After having a bunch of problems with my original instrument cluster (speedo working erraticly) I found reconditioned cluster from a 93 940T. The 93 had all the options my 91 had with the exception of a the power clock (the 'new' guages had a manual turn) No problem, I left the hookup for the clock unplugged.

The cluster worked great and all the bulbs worked fine. It was nice being able to know how fast I was going for a change :) However, I noticed the fuel guage reading dead empty (the low fuel light stayed on) when I knew I had a full tank. I checked the wiring again, and everything seemed fine. I drove the car for a while like this until the tank was almost empty. Wierdess thing, when I start to get around 2-3 gallons left, the guage starts to move off of empty toward the full mark. It will continue to do so until it reads completely full (which means it's completely empty) I've been checking the milage I'm getting with a full tank, and the guage is correct (albeit inverse a little)

What in the world would cause this? The fuel guage worked fine before and I made no other fixes or mods to the Volvo before or after I installed the guages.
