740 Brake Lights 700 1989

I recently had some work done on my daughters 740. They repaired and replaced the fuel pump relay, and some associated wiring. I replaced the bulbs for the stop lights, and noticed that the brake lights will only work when the parking or head lights are off. But when the parking or head lights are on, the stop/tail lights are bright, and the only indication of breaking is when the 'third' stop light illuminates.
Any suggestions?
