powerless windows 700 1985

I have a 1985 volvo 740 GLE with windows that won't move (with the driver's side part of the way down). Before this it started working off and on until one day the windows just died. I have checked the wires, with a wire tester, leading from the switches to the wire harness under the dash but haven't registered any power. I also checked the fuse with a wire tester and couldn't get anything to register. Any ideas?
