dead in the water 200

Fellas,

I have an '87 245 DL. This morning on the way to work the engine went dead. It has power (ie, it'll turn over, lights work, etc) but the engine won't start. It sounds/smells like there is no fuel.

I've had the car for a year and a half, and the fuel pump has always made a whirring sound. Yesterday morning, when the engine was cold, it seemed rather sluggish until it warmed up. This morning the same, and a few minutes later it died. When I try to start it, I don't hear the "whirring" like I used to.

I'm thinking this is the fuel pump or a relay. Any suggestions on how to check this? What should this repair cost? I was quoted around $500.
