cold start problem - 740 turbo wagon 700 1992

my problem comes after the car has sat for 4 or more hours. It will not start for about 20 tries, then will "pop" over a bit, then a little more and finally start but I have to feather the gas wildly to keep it from stalling. After about a minute or so I can let the car idle on its own and it will run flawless and strong. Seems like a fuel pressure leakdown or something. Any suggestions? I have a new check valve for the fuel pump that has not been installed because there seems to be fuel on the plugs. Also, would the car be able to run AT ALL if the flywheel is out of position? I never checked when I put in the new motor.
New engine and Turbo, New flywheel sensor, new amm, new Coolant sensors, clean IAC valve. Car runs strong when warmed up. PUZZLED!!
