Engine block drain plug 700 1989

Hi

I will be doing my second coolant flush soon. Previously I opened the block drain plug and nothing came out. I then unscrewed the whole thing out (a nut and a brass cylinder fitting with holes) and still no coolant. I tried poking a small screwdriver into the hole with no success. I'm pretty sure I got the correct plug, located under the 4th cylinder right side of engine (ie exhaust manifold side).

So in preparation, if the drain hole is still blocked this time around what should I do? Would there be a lot of old coolant trapped in the block if the one did not drain it from the block and just removed the radiator hoses?

Any suggestions much appreciated.
