1992 Volvo 240 Does not start, then does, then doesn't HELP! 200

Hi all, I did some searching but this site is SLLOOOOOOOOOOOOOW loading so I will just post a new one.

Anyways, I am in Minneapolis. It's 0 degrees out. The car is outside. Working on it is not fun. It's a 1992 240 with 135k miles

2 days ago the car would not start. It cranks all day but fails to start. I figured that it must be the fuel pump relay because I wasn't sure if i heard the pump or not and last winter the same thing happened even though the stupid relay still clicks. So I get a relay. I replace it and it still fails to start but cranks all day. I try it in desperation the next morning and it STARTS. I tried several times and it started every time. Great! Maybe i didn't let the fuel have time to pressurize the rail or something.

Next morning when the girlfriend needs the car to get to her GRE exam. Same problem. Cranks and cranks no start. CRIPES!

I ran the codes and I get a 1 - 1 - 1. I can hear the pump on (this time i laid on the back seat while she cranked it).

Possibilities:
1. So..I don't suspect the timing belt has slipped or anything like that cause it did run great.
2. I don't suspect frozen fuel lines because its been less than 10 degrees all week.
3. The fuel pump relay seems to be good.
4. Crank/RPM sensor? how could i test for this? Would a code get tossed?
5. I should check for spark. I did the plugs, wires, cap, and rotor last fall so they should be ok unless maybe the coil is bad.
6. Any other suggestions?

She likes the car but thinks Volvos are not reliable. Its harder for me to convince her they are reliable when it stops starting in the winter ever since she owned it. Blech, i don't want her to get a honda. HELP!
