destroyed 4 belts in 2 months... 200

I'm getting better at replacing them, under an hour now -
I've got an '85 240 (b230f) - and I've rip through too many belts lately - the belt set that goes around the water pump / alternator / flywheel (?) -

I'm not sure where the original set came from, the set after that was from IPD - I wanted to get the right size - ripper through those on a trip up to Seattle - and the most recent set was from Schucks - The outer belt is tensioned correctly - the battery is holding a 14.4v charge, the water pump is functioning just fine - the inner belt is too loose... but it's the same size as the outer belt.... I'm getting that annoying cold start screech, and I'm blaming the inner belt... any ideas?
