Bulb blown indicator on. 200 1990

My bulb blown indicator comes on when I step on the brake pedal or when I have the headlights on. I notice with the headlight on, the left rear light is brighter than the right side. I swapped bulbs from right to left and vice versa, yet the left side is brighter. I have also cleaned the contacts of the connector without success. I am baffled as to the source of the proble. Could it just be a faulty bulb indicator relay. Any and all adviceare welcome.
