Testing Cold-Start Injector on B21F 200 1981

Thanks for the advice everyone. Earlier today my son and I ran some tests. We pulled out all the injectors including the CSI and removed the bellows to access the air flow sensor plate. I made the switched jumper that Bentley recommends, removed the fuel relay and jumped 87 and 30 on the relay plug. We ran the pumps at various air sensor plate positions with the injectors in some bottles. They put out the same volume of gas and the spray patterns looked pretty nice. The one inconsistent thing was that at the very lowest position of the air sensor plate, just before it shuts off the injectors, the number one injector just dripped while the other three still sprayed. The cold start injector never even dripped when we watched it. I'm wondering if this could be enough to cause a rough idle.?.?

The injector seals were new about 6k ago, and were still really supple, so I reused the inner ones. The outer ones I replaced since I had some on hand. Is this OK, or should the seal between the injector and the plastic holder be replaced every single time the injector is separated from the holder?

My idle is not any better, and may be a worse now. I'm suspecting that maybe the bellows isn't seated quite right like you mention. Is there some trick to getting it to seat properly? I do get an idle increase when I spray carb cleaner back behind the throttle body.
