Is FPR affected by cold temp? 200 1991

A few days ago, the temp dropped from 50-60 degrees to 20-30 degrees in the SouthEastern USA. Suddenly, my fuel economy has also dropped from 23mpg to 15mpg, and I noticed a strong gas fume smell coming from the engine bay.

Could the temperature drop have caused the Fuel Pressure Regulator to fail? Any other suggestions?

Its too cold to tinker under the hood today. I must wait until later this week, but I am researching problems now.
