Performance Issue 700 1986

I have a '86 745 T. I have been noticing for months that the fuel consumption is what it used to be. I replaced a lot of parts but replacement doesn't seem to cure the problem. The car runs fine - blows no smoke and recently passed Maryland State emissions. One that I noticed is when I step on the accelerator and the giddy up and go is not there - almost feels like a non-turbo. I think this is point where consuption is at its highest. I'm getting about 11-13 miles per gallon which has been quite expensive. I taken it to 3 Volvo specializing shops, but everyone says it's running as it should. I was reading up on the tech article - Wastegate operation and am wondering if the Wastegate has failed. How can you tell and would that affect fuel economy? Thanks. A.
