My jack needs service 200

My jack has recently started acting up. There are two "controls": The pump handle for raising, and the valve for lowering. I open the valve by using the handle as a tool. (I guess this is how all the cheaper ones work. I believe the more expensive jacks have a lever on the handle for lowering.)

The problem is that the valve now needs to be really tightened when I want to lift the car. To the point that I now have to operate the valve with a spanner, as I can't apply enough force with the handle. Is it a case of busted O-rings or low oil level?

I removed the cover today to take a look, but I didn't get any wiser.
