This behavior — activate one electrical item and it works (or doesn't) but other electrical items also come alive or misbehave — is almost always the result of one (or more) bad ground connections, usually in the circuit you're tyring to use. I'd start by opening, cleaning, and reassembling the ground connections involved in the wiper motor circuit, both at the wiper motor and the steering column switch.

I don't think it's the engine compartment wiring harness, as the wiper motor wiring doesn't (I think) go through it.
