Failed HC emissions in Maryland 200

The car is a '92 245, M47 tranny.

The MD inspection is a four minute treadmill test with speeds ranging from idle to 55 mph. HC was my only failure - 1.3756 grams per mile where the cutoff is 1.00. If it helps to know, NOX passed by a slim margin - 2.0894 gpm where the cutoff is 2.20. CO was well within limits, 9.4 out of 20.

My plugs, wires, cap and rotor are all new. I cleaned the TB and flame trap about six weeks ago. The cat has 35k on it. I've never checked the EGR system. The O2 sensor has somewhere north of 45k on it. I could check the OBD, but I don't put a lot of faith in OBD1.

My plan is to replace all vacuum hoses and the O2 sensor, then try again.
