I've refinished a lot of wheels. If the finish is pretty good, I wet sand with 400 to start. If it's rough, chipped/flaking, or has brake dust buildup, I start with 220 wet and then go to 400 wet. 220 will also smooth curb rash quite well. Wipe clean when wet, wipe again with paint thinner just before painting to clean of all possible contamination, and spray with wheel paint. I've had good results with Dupli-Color silver, graphite, and white wheel paint, as well as some Krylon spray paint I used recently. I've painted 10 Virgos, 4 760 alloys, and 4 Titans.
