A Question? 700 1986

Hello,
I posted earlier about engine noise. I have had a quick look at the timing belt and cogs and the tensioner nut + roller (the nut with rubber cover over on timing cover) The nut for the tensioner and roller is right over to the right more and not centred to the nut that holds it on. Is this normal? The tensioner as far as I know hasn't been replaced and the car has done 150,000 miles. All cogs are firmly on and not lose. I WD40 the tensioner nut only not getting any oil on the belt and also oiled the water pump/fan belt pully nuts the same. It seems to be much quieter. James.
