How do I remove/replace hatch interior panel 745? 700

I was wondering how I can remove the interior panel on the hatch. The entire top of the panel is loose, I'm not sure why, but it's a rattly SOB. The third brake light slaps the window and such. I can figure out how to get the door handle removed to pull the rest of the panel. The clips on the top of the hatch don't appear to be engaging the holes in the hatch, and I can't really see what interaction needs to take place. Advice on both topics would be appreciated.
