Hard starting when cold 700 1989

It's right up front on top connected to fuel injector rail (metallic cylindrical w/three connections - vacuum, injector rail & fuel return). Two bolts to remove - twist & pull to dislodge fuel rail o'ring. Mine provided too much pressure (too rich) for start-up at 0 F twice in its 245K life. They apparently become stuck at low temperature. First occassion was at ~ 100K & second at 245K. I knew it was too rich when engine started upon removal!
