Turbo plus was a kit installed to 89 (and I think 90) 760 and 780 Turbo models.
It supposedly is a new control unit allowing higher boost for a limited duration. Others may be able to verify the exact numbers. I believe it allows for 12 psi boost pressure vs. the stock 10 psi. Equates to about 20 hp, supposedly around 180hp for the Plus cars vs. 160HP for a normal 760T, 740T or 940T.

I assume it included different fuel mapping to richen the mixture to provide this power. I think it also raised the high boost cutout switch (built into all Turbos) to 14 psi instead of 12.
