Rust is a big issue here. The 240s are dropping like flies because of it. My own 87 has a pretty crunchy rocker panel. But it is 18 model years old... exactly what Volvo predicted in their advertising of the day. (18.7 years City, 18.7 years Highway, read one series of ads.)

The 700/900 series has always been much better about rust-through. I'd just ask the question of whoever it is selling it, and assume they'll be correct in their assessment of it. IF a 7/9 is going to rust, it'll be in the battery tray, and the splash panels of the front fenders. If those areas are solid, I would not be too concerned.

One good thing is that summer and sun exposure are pretty mild here: interior materials hold up fairly well as do rubber parts. No 100°F days baking things to a crisp. I guess you have to make the decision for yourself if it's worth the trip and extra paperwork.
