Driver side front Wheel feels warpy 700 1987

I have a 1987 Volvo 740 Turbo and I know something is wrong.
The front wheel feels like it is loose or something when I am making a little turns and the steering wheels feels a little bumpy. It is hard to describe.
I checked the tire to see if it is loose but it was not. I did notice that the wheel is wearing out on the side near the letters.

I would take it to get it looked at but funds are low and our family is down to one car now. A friend turned me on this site and figure out a problem I had a while back.

Also I have several other little problems.
Passenger back door will not open.
windshield wipers will not turn off when cold. Have to remove fuse to stop.
I have a bad water leak some where. I think the trunk isolation needs replacing.

The wheel problem is more important right now.
