Runs for 15 seconds then stalls, running too rich 200 1988

I thought I had a cold start (like really cold temperature) but it's warmed up & I still have this intermittent problem. Sometimes, when putting it in gear immediately after starting first thing in the morning, it stalls then won't restart. I pull the fuel relay under the glove box, and it starts for a second but of course runs out of fuel(this seems to clear up the wet plugs). Then I put the relay back in and it starts. I do this because I found that the plugs were fouled. Once finally going, it seems to run fine. Any ideas? Thanks
