failed emission test - CO2 (1989 245DL 325+K miles) 200

I knew it was bound to happen sooner or later... I finally failed an emissions test in Georgia. Specifically, I failed the carbon dioxide portion, and not by much. The car hadn't run for several weeks before I tested her.
What can I do to get the levels down? Clean the throttle body valve? What else?
Thanks. Also, would it help to run it on the highway for an hour before re-testing? A friend suggested this.
