B23F/B230F

The B23F & B230F look the same on paper, so why is the B230F seemingly more responsive as well as more tractable at low speeds? The only difference that I see is that the B230F produces its peak torque at 2,700 rpm as opposed to 3,500 rpm for the B23F. Based on what I have been able to dig up on the 'net both engines utilize the same cylinder head and cam, so I would think that the horsepower & torque curves would be about the same?
