With the pump on the engine, unhook the output side and crank it over a little. If gas comes out, that's not your problem. (Catch it in a bottle or can if you prefer) The carbs don't need much pressure at all, in fact more than 5 psi or so and they will flood.

Seeing the float valves is not as easy on the carbs you likely have - I'm guessing either Stromberg or SU HIF6's. The older style SU HS6's are easy - the float bowls hang out to the side in open air - three screws and the lid comes off. Not so with the HIF6's and Strombergs. I'd make darn sure that fuel is going to them from the fuel line and not going into the engine before messing with one of them.

Have you made sure that the ignition is still sparking?
