Assuming you are not dealing with Stromberg or SU HIF carbs, also check that the jet is moving freely up and down within it's bearing when operating the choke lever. It should drop down when pulling the choke lever out which richens the mixture, and move back up as the lever is pushed in.

Even after a rebuild,I have had a jet stick or bind in the enrichment position if it has not been "centered" carefully on reassembly.

If you are not familiar with the operation of the carbs it definately helps to have someone operate the choke lever while you observe the carbs as suggested earlier. There are two things going on, mixture enrichment and idle increase.

SU carbs are pretty simple devices. Haynes has a repair manual for the SU carburators which you may find helpful.
