Need Help Identifying Two Connectors Under Hood 200 1981

My '81 B21F non-turbo has a red spade connector inside a black plastic housing next to the coil (which is mounted on the driver side in front of the strut housing) -- I think this is a test point, as mentioned. I don't see any connector with green wires except a single green wire going into the relay next to the coil. The label says it meets California standards, but I don't know if it makes it a California vehicle -- as far as I know it was originally sold in Portland.
