does the external fuel pump run on key on? 200 1984

does the fuel pump run with key on or only the in-tank pump?

i came back from vacation and the volv can't start. it can crank and there's spark (but i only checked the 1st cylinder). it just doesn't catch. i did a search and i guess i can try disconnecting the fuel line after the pressure regulator to see if fuel is being sent or not.

I can feel the fuel pump relay click but I haven't inspected it yet.... maybe i should do that first eh? I see two silver relays behind the glovebox. Any idea which is what?
