Another 91 turbo no start 700

I have fuel, I have spark, cam timing is correct, no start....
I removed the air intake near the intake manifold and the vehicle will sort of run. Finally, the first sign of life after a couple of weeks of head scratching and troubleshooting!!! So, I now believe the issue involves air supply. Is there a specific turbo failure that prevents air movement? I have looked at the intake impellor and to my mind it looks okay. Has anyone one experienced a seal failure where exhaust gas is pumped into the engine? My air filter looks good. Awaiting your thoughts,
